Summary of the contracting process

The Hampshire & Isle of Wight Constabulary, in collaboration with Thames Valley Police, initiated a procurement process for the provision of ballistic body armour. This tender falls under the category of protective and safety clothing and is specifically designed for the police force and emergency services. The contracting process used an open procedure with the initial tender notice published on 1 December 2023 and amendments to the tender made as recently as 7 August 2024. The procurement focused on supplying approximately 300 units in the first year, with further purchases based on officer needs. Despite the award announcement, the winning supplier, Mehler Vario System GmbH, did not proceed as the Hampshire & Isle of Wight Constabulary declined to make an award, adhering to their rights outlined in the Invitation to Tender.

This tender represents a significant business growth opportunity for suppliers specialising in ballistic protection and safety equipment. The requirement to equip authorised firearms officers across two constabularies demonstrates a substantial demand for high-quality, durable, and fit-for-purpose body armour. Businesses that excel in producing innovative, lightweight armour solutions will find this contract particularly appealing, especially those capable of addressing the specific ergonomic needs of both male and female officers. The procurement's focus on quality and trial phases ensures that suppliers who deliver premium and reliable products are well-placed to compete successfully.
