The successful supplier group included six SMEs and two larger businesses, showing that the requirement can be met by specialist firms of different scales. Strong technical and operational capability would be essential, alongside the ability to evidence suitability and economic capacity. Bidders also needed to address quality and social value, not price alone, so future competitors should be able to demonstrate robust service delivery and meaningful wider community benefits.
