Summary of the contracting process

The Maritime & Coastguard Agency recently awarded a contract for the "SS James Eagan Layne Counter Pollution Support - Vessel Hire Services" project. The procurement process was categorised under goods, specifically for pollution-control vessels. The contracting stage was completed on 20th December 2023. Kraken Marine Services Ltd was the successful supplier, securing the contract worth £151,446.33. The procurement method used was a limited award procedure without a prior call for competition, justified by the criticality of the emergency response to protect the marine environment.

This tender offers business growth opportunities for companies providing vessel hire services for pollution response and salvage operations. Small and medium-sized enterprises, especially those with experience in marine environmental protection, are well-suited to compete for similar contracts in the future. The Maritime & Coastguard Agency, as the buying organisation, plays a crucial role in ensuring the effectiveness of such procurement processes. The contract award signals a commitment to addressing environmental challenges in the maritime industry, creating a platform for sustainable business development.

Notice Title

SS James Eagan Layne Counter Pollution Support - Vessel Hire Services

Notice Description

Counter Pollution and Salvage team response to the SS James Eagan Layne.

Lot Information

Lot 1

In November 2022, the wreck began to leak oil in a continuous stream and had the potential to cause environment pollution Whitsand Bay. MCA Counter Pollution and Salvage (CPS) coordinated a response and in December 2022 the wreck was successfully, albeit temporarily 'patched' using magnetic blanking plates reinforced by several hundred sandbags filled with concrete. The matter was then referred to the Department for Transport (DfT) and was included in wider ongoing discussion on potentially polluting wrecks in the UK EEZ (Exclusive Economic Zone). Recently the wreck started leaking again and a full response was stood up by the Coastguard, vessels were required for the CPS at sea and on land response, going out to the market in a competitive tender exercise during an emergency response situation would cause significant delays that would likely have a severe impact on the MCA's efforts to fulfil its obligations to protect the marine environment.
