Notice Description

This is a voluntary ex-ante transparency notice to notify that Norfolk and Waveney ICB are direct awarding a Caretaker Contract to provide primary medical services under an APMS Contract to the Greater Norwich population at Norwich Practices Health Centre, co-located Walk In Centre services and the Vulnerable Adults Service through the Inclusion Health Hub. This contract is effective from 11 December 2023 until 31 March 2025.

Procurement Information

Norfolk and Waveney ICB are direct awarding a caretaker contract contract from 11th December 2023 - 31st March 2025 for the provision of Primary Care Medical Services for Greater Norwich Population to include: Registered Patient List at Norwich Practices Health Centre, Co-located Walk In Centre and Vulnerable Adults Service(VAS) services without prior publication under Regulation 32(2) (c) of the Public Contract Regulations which states the following;<br/><br/>"Insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, as the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with"<br/><br/>In terms of the circumstances, these were:<br/><br/>(i) The current contract holder could not remain financially and operationally sustainable beyond 2023.<br/><br/>(ii) There is a necessity to ensure continuity of service to the patients and resilience support to the wider health urgent care system is maintained during winter. <br/><br/>(iii) There is insufficient time to run a formal procurement given the immediacy of needing to ensure continuity of service<br/><br/>Norfolk and Waveney ICB will be procuring these services in 2024/2025 with a service commencement date of 1st April 2025.
