The delivery of scallop, bass, and whelk stock surveys and analyses to inform the development and implementation of Fisheries Management Plans as set out in the Joint Fisheries Statement. The work will include the following: 1. Scallop annual survey and assessment including: Finalise lab work from 2023 survey; Conduct March 2024 survey; and Stock assessment design and application (alongside ICES scallop working group). 2. Scallop seabed integrity metric including: Design baseline survey; Conduct survey March 2024; and Lab work post-survey started. 3. Bass FMP evidence including: Design stable isotope sampling and purchase lab time for analysing bass samples from mid-Wales (25 fish need to be sampled spring/summer); Home Office personal license training for new staff member for bass tagging; and Purchase 50 Data Storage Tags (DST) for use tagging bass spring/summer. 4. Whelk stock assessment including: Review current whelk assessment methodology and advise; and Re-design whelk survey based on review.

Procurement Information

Bangor University are the leading academic research institute for sustainable shellfish research and management in Wales. Bangor University also host the leading research groups on European seabass stock management in Wales. The data for 2 out of 3 aspects is using data owned by Bangor, the third aspect is the scallop survey itself for which Bangor owns the only vessel available capable of delivering the service, the only other vessel owned by Cefas is fully booked for the next year so unable to deliver this work. Research has failed to identify any other vessels capable of the work. In addition, Bangor have the standard operating procedures, staff, contacts and scientific equipment to deliver this survey in the timeframe required, which could not be met by anyone else. They are technically uniquely positioned, with the trained staff, facilities, experience, skills, knowledge, and existing data to deliver the work at pace. From the information above, Bangor University are the only organisation capable of delivering this work, and so the request falls within the requirements of Regulation 32(2)(b) of the Public Contracts Regulations as "competition is absent for technical reasons".
