Summary of the contracting process

East Ayrshire Council is conducting a procurement process under the open procedure for the "Care at Home & Housing Support Service Flexible Framework Agreement." This opportunity specifically targets new applicants for lot 2, which involves ad hoc call-off services within the social work services category in East Ayrshire, UKM93. The procurement is in the tender stage with submissions closing at 12 noon on 9 February 2026. The procurement follows legal guidelines under CELEX 32014L0024 with a flexible framework originally commencing in April 2024, allowing entrants to join annually. No guaranteed service volumes are offered within lot 2, but the framework allows service providers the chance to acquire geographical block areas in lot 1 through a mini-tender process.

This tender offers substantial growth opportunities for businesses specialising in social work services, especially those looking to expand in the East Ayrshire region. Service providers with experience in personal and community support, as well as the ability to deliver flexible care packages, are well-suited to compete. The framework's flexibility to accommodate new entrants annually makes it an attractive proposition for SMEs aiming to secure a foothold in local council contracts. With electronic submissions accepted, interested businesses should refer to the Invitation to Tender (ITT) documents for detailed evaluation methodology and community benefits included in this procurement process.
