Provision of Complex Move-on Services

Notice Description

The MoJ would like to assess the market interest and capability of delivering rehabilitative and public protection services alongside accommodation / residential provision to support the most complex and high risk people on probation. These can be released from prison, mental health facilities or moving on from other MOJ community accommodation provision and will be subject to either a community sentences or prison licence. This provision shall compliment HMPPS Approved Premises (AP) and on occasions provide services as a direct alternative as well as being a primary move on service. The service will need to be stood up by April 2025 (or earlier if dual running to support transition is required) and will run for a term of at least 3 years with the possibility of further extension. It will provide wrap around services and accommodation for approximately 250 - 300 people on probation at any one time (full terms to be released at a later stage). This service will deliver a national provision of move on accommodation and support services for persons with complex needs and high-risk cases, whether this is for individuals as part of a restrictive community sentence, moving on from Approved Premises or directly on release from custody. It is essential the provider has the capacity and the ability to engage directly with a wide range of Criminal Justice stakeholders, supports Multi Agency Public Protection Arrangements (MAPPA) and contribute to Probation Service sentence management, enforcement and recall. The provider of the service shall deliver a range of rehabilitative interventions to help reduce re-offending and to manage the risk of harm and self-harm whilst supporting the person social skills and their ability to live independently. The provider shall accept referrals for this service to accommodate and support the most complex, high-risk cases that may be unsuitable for the other accommodation services available to the MoJ. Any placement will not be time specified as this will be determined by move on needs/planning. The funding of this service; The funding provided as part of this contract is to supplement the additional wrap around support, risk management and public protection services required for this cohort. The MoJ requires the availability and the use of approximately 250 - 300 national bed spaces but would not require exclusive possession of accommodation places that are available to the Provider. The Provider may benefit from securing funding from other sources which includes but is not limited to; benefit recovery, local authority funding, NHS community care and any other potential income streams that are available.

The people in this service Cohort characteristics: * Complex physical and mental health characteristics and needs of individuals include but not limited to; Wheelchair users, Autism and Aspergers, Dementia, Hearing Impairment, Visual Impairment, Learning Disability, Mental Health, Personality Disorder, Physical Disability, Poor Physical Health * High risk/very high risk of causing harm and self-harm. * Diverse offence typology - including people on probation who are registered sex offenders and convicted Arsonists. * Both Male and Female service provision. Referral routes for service cohort: * Direct from custody * Planned move on from Approved Premises * As part of restrictive community sentences * Secure facility / hospital discharges - including step down forensic services * Referral route at any point during statutory supervision Accommodation A provider shall have access to a range of appropriate properties (funded through benefit recovery and other funding streams with appropriate permissions in place to accept and manage such cases). These properties will need to be available to take referrals at any point during the period of statutory supervision across England. The properties should be suitable to accommodate people on probation long-term. The provider shall supply the services in accordance with all relevant legislation, standards, probation instructions and guidance including the Approved Premises Manual. Wrap Around and Public Protection Support Service The provider of this service will need to undertake an initial assessment of the support, risk management and accommodation needs of each referred service user. This is to ensure the correct level of service on admission, which will be reviewed to inform ongoing interventions. The provider of this service shall deliver a range of purposeful rehabilitative activities to help reduce re-offending and manage the risk of harm whilst supporting the individual to develop their social skills in order to live independently. The intention is that the provider will provide wrap-around support to the person on probation in the service until such a time that they no longer require it. The provider of this service will ensure the interventions and support provided will reflect appropriate public protection and criminogenic needs. Organisation name and status; 2. Confirmation that you are able to seek welfare income directly to fund this service (or alternative delivery model you believe is viable); 3. Confirmation that you have access to a range and scale of secure premises nationally (including some with 24-hour staffing provision) and other properties as detailed in this PIN; 4. Confirmation that you have the skills and experience of working with high-risk individuals and those requiring intensive levels of care and support. If you believe you could deliver this service in the future, please also express your interest and detail the challenges you currently face and the potential timescales that would be required to overcome these. Following response to this PIN, additional market engagement and service requirements events will take place with interested suppliers (details to be released at a later stage). Following these events interested suppliers will be requested to complete a questionnaire to welcome feedback from the market to support innovation and social value. Estimated value PS1.6m per annum.
