Provision of the 0-19 Healthy Child Programme
Notice Description
The London Borough of Barking and Dagenham intends to award a contract for 0-19 Healthy Child Programme, an integrated service that combines the health visiting, school nursing services with the National Child Measurement Programme. The service will provide: 1- A programme of health and development reviews for all aged 0-19 and their families. 2- A place-based service that provides health promotion and prevention with information, advice and support for children, young people and families or carers. 3- A targeted assessment and intervention programme for those needing additional support. 4- Reduced inequalities through universal provision and personalised response. 5- Support and access to specialist support across the health or social care system. The procurement procedure to be followed by the Council will be in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023, No. 1348 - PART 2 - Regulation 11, The Competitive Process. Regulations 6(7) and 11 set out the process that the authority must follow when awarding a contract under the competitive process.

The winning bidder scored the highest based on an evaluation against the stipulated Key Criteria, detailed above and and in the original tender documents. Details of the individuals who made the decision:- - Strategic Commissioner - Consultant in Public Health - Public Health Strategist There were no declared or potential conflicts of interest. Contract duration is 3 years plus 2 years intended to commence on 1st January 2025

"description": "The London Borough of Barking and Dagenham (LBBD) will be reprocuring its 0-19 Healthy Child Programme contract. The service is currently delivered as an integrated 0-19 (and to 25 for those with Special Educational Needs) Healthy Child Provision. It is a statutory service funded under the Council's Public Health Grant, providing public health input for every child in the borough in the form of the Health Visiting and School Nursing services and National Child Measurement Programme (NCMP). The service will take a multi-disciplinary approach, ensuring that health and wellbeing support to children, young people and families in the borough is joined up and effective across the whole journey from conception through birth and early years into young adulthood. The service will be expected to work in close partnership with one or more voluntary and community sector providers. During the spring of 2024, the council will be consulting with stakeholders, to collaboratively re-design the new specification, procure and mobilise a new service that aligns with local need/strategies to be sustainably fit for purpose, and ensure value for money. The new service will adhere to the latest 0-19 Healthy Child Programme Guidance released by The Department for Health in June 2023, which aligns outcomes with the Family Hubs and Start for Life. The Council invites suitably qualified service providers to attend a market engagement events where it will present a new model for the integrated provision of child & family health improvement services in the borough. The event will hold on Friday 1st March 2024 between 10am-12pm Committee Room 1 Barking Town Hall Barking IG11 7LU. This event will offer an opportunity to inform providers of the Council's vision for services, its tendering process and timetable for procurement. There will also be opportunity for providers to seek clarity on the model, ask questions and make comments where appropriate. See attached for further information",
