                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The service required is integral to the works SWECO are contracted to undertake as specialist active travel consultants on this same project. External funding was sought by the University of Edinburgh on behalf of the BioQuarter Partners to move this workstream forward due to its importance for delivery of the BioQuarter Vision. In March 2023 Paths for All confirmed that an application for funding for this workstream had been successful, with the stipulation that the grant must be spent by 31st March 2024. This funding is for Specialist Active Travel Consultants to deliver sustainable travel initiatives for BioQuarter partner's staff and students based on-site. Due to delays in project timelines the intended services had stalled having an impact on the project timeline and contract dates."
