                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The Covid pandemic necessitated a change in survey methodology in 2022, with large-scale in-home interviewing not possible. For this reason Wave 3, and now Wave 4, of the Financial Lives survey will follow a different methodology to preceding waves and the in-home survey will be replaced with a telephone survey. There are a number of benefits associated with one supplier conducting both pieces of fieldwork in terms of sampling, weighting, data merging, costs and timescales."
