Summary of the contracting process

The Coventry City Council is planning a tender process for the provision of Healthwatch Coventry Services and NHS Independent Health Complaints Advocacy Service (IHCAS). The current agreement expires in July 2024, with the new contract starting in August 2024. Pre-procurement market engagement meetings will be held virtually, with interested organisations required to confirm participation by 29th February 2024. The estimated annual contract value is £177,644 with a proposed contract term of 3 years + 1 year extension + 1 year extension. The Council emphasises that participating in the pre-procurement market engagement does not guarantee a future procurement opportunity.

This tender presents an opportunity for organisations to provide Healthwatch Coventry and IHCAS services in Coventry. Businesses interested in health and social work services could compete for this contract. The tender process involves engaging potential providers prior to the formal procurement stage, allowing organisations to discuss the contract scope and requirements with the Council. Interested parties should consider the estimated contract value, contract duration, and the virtual nature of the engagement meetings when preparing for participation.

Lot Information

Lot 1

Coventry City Council (the Council) is planning to go out to tender for the provision of Healthwatch Coventry Services and NHS Independent Health Complaints Advocacy Service (IHCAS). We require a single organisation to provide both independent services locally. The current agreement in place for this service expires at the end of July 2024 and the new contract shall commence in August 2024. The Council would like to engage with Providers regarding the recommissioning of the Healthwatch Coventry Services and the IHCAS, considering the new Integrated Health and Care system to give it an opportunity to consider different models and possible outcomes for Coventry residents. The Council would like to meet with organisations, that might be interested in delivering this service either individually or in partnership with others, to participate in pre-procurement market engagement. Pre-procurement market engagement meetings will be held virtually via Microsoft Teams. If you would like to meet with the Council to discuss the new Healthwatch Coventry Services and IHCAS contract, please email procurement.services@coventry.gov.uk by the 29th February 2024, confirming the name of your organisation and the names of your representatives that shall be attending the meeting and their email addresses. In turn a Microsoft Teams invite will be issued to your organisation's representatives, with a set of questions that the Council would like to discuss during the Pre-procurement market engagement meeting. The estimated contract value for both the delivery of Healthwatch Coventry and IHCAS is PS177,644 per annum. A proposed contract term of 3years + 1year extension + 1year extension. TUPE regulations will apply. For the avoidance of doubt, this pre-procurement market engagement is not part of a formal procurement process, and the Council is not committing at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any Provider participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any Provider at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each Provider's own cost. No expense in responding to this process will be reimbursed by the Council. This is not a call for competition. The Council reserves the right to cancel or rearrange pre-procurement market engagement meetings at its own discretion.
