Notice Description

SHL.UK is a remote contraception and sexually transmitted infections (STIs), HIV and blood borne viruses (BBV) testing and results management service, for sexually active individuals aged 16 years and older. It is commissioned by the City of London Corporation, on behalf of 30 participating authorities, through the London Sexual Health Programme.

Clinical Requirements * Onward signposting of all service contacts under the age of 16 years for appropriate treatment and clinical care * Safeguarding assessment of all service contacts and established clinical processes and protocols. All service users aged 16 and 17years are assessed prior to service/order fulfilment * Emergency hormonal contraceptives and a comprehensive range of routine user-dependent methods of contraception * Self-sampling kits and laboratory testing for the following: o Dual Nucleic Acid Amplification Tests for C. Trachomatis (CT) and N. Gonorrhoea (GC) o HIV Antibody 1&2 / p24 Antigen Combined o Syphilis Treponemal o Hepatitis B (Hep B) Surface Antigen/Core Antibody o Hepatitis C (Hep C) Antibody * Triaging into, assembling and delivery fulfilment of the following suite of testing kits: o CT & GC (T2) o CT, GC, HIV and Syphilis (T4) o CT, GC, HIV and Syphilis + triple site testing (T4 / TT) o CT, GC, HIV and Syphilis, Hep B & C (T4/ T6) o CT, GC, HIV and Syphilis, Hep B & C + triple site testing (T4 / TT / T6) * Assembled kits, treatment and contraceptives delivered to the Service Users' preferred address, which may differ from their place of residence * Offer and provision of repeat testing kits for samples that have haemolysed, are insufficient in volume or have low reactive results * Initiate contact with an individual flagged by the system as a frequent Service User and initiate motivational interviewing and refer them into other services where indicated * Onward referral where appropriate (with the service user's consent) for vaccination, confirmatory testing and treatment into a service chosen by the user * Results and partner notification with appropriate onward referral where clinically indicated * Postal treatment for uncomplicated genital Chlamydia infection and epidemiological treatment of contacts (where residing in a commissioning local authority) * Prompt Service Users through their preferred method of contact, to test at a frequency in accordance with BASHH and national guidelines IT Requirements * Host, manage and maintain a secure mobile and desktop friendly online interface, accessible to all users including those with limited literacy, visual impairments and learning difficulties * Obtain the sexual history and undertake a risk assessment analyses on all eligible service contacts * Establish and maintain system algorithms to determine the eligibility of a service contact. It is also capable of determining the most clinically appropriate location for Service User care; namely, self-managed remotely through the service or attendance at another in-person service. Furthermore, the system will have the ability to triage a service user into the clinically appropriate testing kits and methods of contraception * Develop, manage and host an online secure service user results and records system with service user access controlled by logins and passwords Other Requirements * Supply assembled smart kits to pre-approved and nominated services and organisations in London. * Maintain an IT system to capture all the activities required under the contract and be able to report on KPIs fully * Provide a secure portal for commissioners in the related authorities to access anonymised data regarding their residents' service use * Search engine optimisation to promote SHL.UK services to London residents seeking information on sexual health services and/or STI testing in the capital. * Any other additional marketing and promotional activities approved by the Lead Authority For the avoidance of doubt, the Service Provider is responsible for providing all aspects of this Service including but not limited to premises, software, licenses, consumables, tests, laboratory services, medication, prescription charges and promotional media and resources in relation to all elements of the Service. Additional information: SHL.UK are completing a market engagement exercise in the form of a questionnaire. For ease of reference and completion, this exercise is being conducted using the City's capitalEsourcing portal (www.capitalEsourcing.com).
