Procurement Information
The Defence Electronics & Components Agency (DECA), part of the UK Ministry of Defence, intends to award a contract with Teradyne UK Ltd., for the Fully Inclusive Support, Repair and Calibration of MOD General Automatic Test Equipment (GPATE) for a period of 5 years with the option of 2 fixed price option years. The estimated total contract value is PS13.5M VAT Ex for a period of 5 years with 2 fixed priced option years. It is considered that this contract can be procured using the Negotiated Procedure Without Prior Publication in accordance with regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697). This procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with Regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons as the services to be provided under the contract can only be supplied by the Contractor, and that therefore, competition is absent. Teradyne Ltd are the OEM for this equipment and are the only contractor which has the necessary technical information relating to the equipment required to be able to safely and satisfactorily perform this requirement. The exact expiry date of the current contract is the 31 March 2024
