Summary of the contracting process

Northern Trains Limited (NTL), along with other affiliates including SE Trains Limited (SETL), London North Eastern Railway Limited (LNER), and TransPennine Trains Limited (TPE), is engaged in the procurement process for Waste Removal and Recycling Services. This procurement aims to establish a Framework Agreement with a single economic operator. NTL will be the awarding entity, and the Framework Agreement will allow the participating affiliates to enter into Call-Off Contracts as needed. This tender, classified under CPV code 90500000 for refuse and waste related services, has an estimated total value of £60,000,000 over its entire duration of 8 years (including two optional two-year extension periods). The procurement method employed is the negotiated procedure with a prior call for competition, and the current stage is active with the tender period ending on 18 March 2024.

This tender presents significant opportunities for businesses in the waste management industry, particularly those capable of handling non-hazardous, hazardous, and confidential waste. The establishment of a long-term Framework Agreement offers stability and a substantial potential workload spread across multiple notable railway organisations. Businesses specialising in comprehensive waste management services and possessing the necessary qualifications and scale will find this contract highly lucrative. The competitive criteria place significant emphasis on quality (50%) and social value (10%), in addition to cost (40%), making it advantageous for companies that can deliver high standards and competitive pricing.
