A new contract is to be awarded to Home-Start Kirklees for the provision of a public health service for the provision of family support services. The service provides three strands of intervention: * Direct support to families with young children * Volunteering Development and Support * Partnership Working Kirklees Council are intending to award a contract to the existing service provider Home-Start Kirklees following the Provider Selection Regime (PSR) Direct Award Process C. The contract will commence 1st April 2024 to 31st March 2025, with the option to extend for a further year to 31st March 2026. The annual value of the Contract is PS286,300.00.

Approval to award the contract has been made by: Jane Lockwood - Head of Procurement & Commissioning Support; and Stewart Horn, Head of Children's Integrated Commissioning There has not been any declared conflicts or potential conflicts of interest of any individuals making the decision to award this contract. The relative importance of the key criteria, and associated rationale for the relative importance of the key criteria, that was used for the provider assessment and form the basis on which the decision to award the contract has been made are as follows: Quality and Innovation (25%) The service model and delivery is: Safe - services are risk assessed, personalised and promote child safeguarding. Effective - are evidence based, have impact and produce appropriate outcomes. Values driven - services are respectful, empowering and caring. They are inclusive and equitable. Leadership - is collaborative & just. Sound governance arrangements are in place. Outcomes - there is a focus on positive outcomes for families. Evidence /Data: * Service model * Reports and monitoring data * Current commissioner satisfaction * Feedback from service users and partners Value (20%) The costs and benefits: * Are reasonable. * Provide value for money. * Prevent higher cost interventions. Evidence and data: * service model * volunteering data * annual report The assessment panel carried out assessments against the key criteria (detailed above) using information and evidence from a range of sources, as well as their own knowledge and experience of working with the provider. Each key criteria was scored using a pre-determined scoring table (out of 5) based on the level of confidence that the assessment gave the assessment panel, of the providers ability to address all elements of the key criterion in terms of undertaking and delivering the service. The assessment score for Home-Start Kirklees gave an acceptable level of confidence that the provider will be able to deliver the requirements of the contract.",
