    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 4 March 2024 (8 working days following the publication of intention to award notice). This contract has not yet formally been awarded; this notice services as an intention to award under the PSR. Representations should be marked for the attention of Stacey Gilman, Strategic Category Manager and sent to the Procurement Team by email at procurement@kirklees.gov.uk or by post to Kirklees Council, Procurement Team, PO Box 1720, HUDDERSFIELD HD1 9EL. Approval to award the contract has been made by: Jane Lockwood - Head of Procurement & Commissioning Support; and Stewart Horn, Head of Children's Integrated Commissioning There has not been any declared conflicts or potential conflicts of interest of any individuals making the decision to award this contract. The relative importance of the key criteria, and associated rationale for the relative importance of the key criteria, that was used for the provider assessment and form the basis on which the decision to award the contract has been made are as follows: Quality and Innovation (25%) The service model and delivery is: Safe - services are risk assessed, personalised and promote child safeguarding. Effective - are evidence based, have impact and produce appropriate outcomes. Values driven - services are respectful, empowering and caring. They are inclusive and equitable. Leadership - is collaborative & just. Sound governance arrangements are in place. Outcomes - there is a focus on positive outcomes for families. Evidence /Data: * Service model * Reports and monitoring data * Current commissioner satisfaction * Feedback from service users and partners Value (20%) The costs and benefits: * Are reasonable. * Provide value for money. * Prevent higher cost interventions. Evidence and data: * Costs * Budget breakdown * Service model * Outcome reports for vulnerable families (e.g. TAF etc) Integration, Collaboration & Service Sustainability (25%) Evidence that collaboration / partnership work: * has positive benefits for families and their outcomes. * that the Homestart offer aligns with wider support work in Kirklees Council * that the offer contributes to developing a local skilled childcare workforce Evidence and data: * Service model * Case studies * Volunteering data Improving Access, Reducing Health Inequalities & Facilitating Choice (20%) The service is available across the borough, reaching different geographic communications and priority population groups (e.g. those experiencing additional vulnerability and disadvantage). The service is personalised, based on need. The service understands and tackles disadvantage and its impact on families. The service enables families to access relevant services and information. Evidence and data: * service model * outcome data * annual report * case studies Social Value (10%) The provider makes environmentally sound choices in service design and delivery. Work on this contract contributes to local economic outcomes. The service provides employability skills for local people. Evidence and data: * service model * volunteering data * annual report The assessment panel carried out assessments against the key criteria (detailed above) using information and evidence from a range of sources, as well as their own knowledge and experience of working with the provider. Each key criteria was scored using a pre-determined scoring table (out of 5) based on the level of confidence that the assessment gave the assessment panel, of the providers ability to address all elements of the key criterion in terms of undertaking and delivering the service. The assessment score for Home-Start Kirklees gave an acceptable level of confidence that the provider will be able to deliver the requirements of the contract.",
