Summary of the contracting process

United Utilities Water Limited procured wastewater sludge liming treatment services under the main category of sludge treatment services (CPV 90513800). The requirement covers alternative treatment or disposal of raw sludge when capacity shortfalls or increased production arise, including during planned or unplanned shutdowns. It is divided between on-site and off-site treatment. Potential service scope includes liming plant and sludge-handling equipment, lime or powdered lime, transport, disposal, site-specific permits and personnel to operate the plant and deliver the treated sludge service. The work is associated with United Utilities sites in North West England, with off-site treatment also supporting sludge from those sites. The buyer is United Utilities Water Limited, based in Warrington.

This completed procurement used a selective restricted procedure through a dynamic purchasing system. The original tender deadline was 2 April 2024 at 12:00, later amended to 8 October 2028; the bid validity period ended on 2 May 2024. The estimated total was amended to £25,000,000: £11,000,000 for on-site liming and £14,000,000 for off-site liming. Both lots have a stated contract duration of 2,880 days. 4Recycling Ltd was awarded both lots, and contracts are active. The on-site contract was signed on 1 March 2025 and the off-site contract on 19 December 2024. Participation required supplier suitability, with economic and technical selection criteria set out in the procurement documents. Bids were in English and variants were not allowed.

This requirement demonstrates established demand from a major water company for specialist sludge treatment capacity spanning both mobile or site-based operation and off-site processing. A credible competitor would need to provide or operate suitable liming plant, handle hydrated or powdered lime safely, manage sludge transport and disposal, and deliver treatment reliably at United Utilities locations in North West England. Relevant site-specific permits and the ability to meet economic and technical selection requirements would be important. The scale of the requirement favours suppliers able to manage substantial wet-sludge volumes, respond to planned or unplanned treatment-capacity pressures, and support different site requirements through mini-competitions. Experience coordinating equipment, materials, personnel, compliance and waste logistics would strengthen a future application.
