Summary of the contracting process

National Services Scotland, through NHS National Services Scotland, procured radiology reporting services for all NHS Scotland Health Boards. The requirement covers reporting radiology examinations that participating authorities cannot accommodate with their own staff, delivered remotely or onsite (CPV 85150000, medical imaging services). It is a healthcare professional service requiring suitably qualified radiologists and radiographers. The three service areas are remote radiologist or radiographer reporting, out-of-hours reporting and specialist reporting. Delivery is across NHS Scotland, with Edinburgh-based National Services Scotland acting as the central purchasing body. The procurement is complete and awards are recorded for all three lots under an open procedure framework limited to 12 participants. Contracts were signed on 25 December 2024 for specialist reporting at £189,000, remote reporting at £6,249,000, and out-of-hours reporting at £4,400,000. A further remote-reporting framework contract was signed on 13 January 2025 at £15,900,000, with a 1,440-day period; its value was increased because Health Board demand rose year on year. The framework lots run from 19 February 2025 to 18 February 2029. Active awards name multiple suppliers: 13 for specialist reporting, 13 for the original remote lot, nine for out-of-hours reporting, and 15 for the later remote award. Evaluation weighted service delivery and quality at 25% each, and cost at 50%.

This procurement shows sustained NHS Scotland demand for outsourced diagnostic reporting across remote, out-of-hours and specialist services. Credible future competitors would need suitably qualified, registered practitioners: reporting radiographers require a radiography degree or equivalent, accredited postgraduate reporting training and HCPC registration; radiologists require FRCR or equivalent and GMC registration. Suppliers must demonstrate similar previous work, examples from the past five years, and the ability to provide named staff and qualifications. Mandatory organisational requirements include ISO 9001:2015 or equivalent quality management, ISO 27001:2017 or equivalent information security, GDPR and Data Protection Act compliance, required insurances and £5 million professional indemnity cover for practitioners. Bidders also needed secure financial standing, including at least £1 million general annual turnover in each of the previous three years.
