    "description": "This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The justification as to why this award was made under an urgent circumstance is that the core APMS contract expired on 31st January 2024 for the Special Allocation Service. ICBs are mandated by NHS England to deliver Special Allocation Schemes to ensure that patients who have been removed from a practice patient list can continue to access primary medical services at an alternative, specific GP practice. The ICB sought to undertake a modification to an existing GMS, PMS or APMS contract in line with the Health Care Services (Provider Selection Regime) Regulations 2023 to appoint a Provider, this process was undertaken within a sufficient time to review and for mobilisation. No existing provider agreed to modify an existing contract, this process was undertaken twice with existing providers, therefore as a result a provider was urgently needed to deliver the service. Any delay of award would pose a risk to patient safety as the ICB has a responsibility to ensure all patients, including those on the Special Allocation Scheme, have access to primary medical care. Without this the safety of those patients would be severely compromised. The terms of the service had to be set out in a formal contract so that both parties could be held to its obligations. - The decision makers were NHS SWL ICB Contract and Procurement Group (CPG). - No declared conflicts or potential conflicts of interests declared by individuals making the decision.",
