Notice Description

Bedford Borough Council ('the Council') is inviting tenders from organisations wishing to enter into a Pseudo Dynamic Purchasing System Agreement to deliver accommodation and support services for young people aged 16-21 on admission, with the aim of supporting these young people to develop and sustain their capacity to live independently within the community.

Lot Information

Tier 1 - In Borough

Tier 1: Multi-occupancy accommodation for 16-17-year-olds with support on site, 24 hrs p/d , 7days p/wk. Incl of a 90min key work session, planned and recorded. Packages: Standard (5-10 support hours), Enhanced Package (10-20 support hours) or Accommodation only.

Renewal: Option to extend for 2 periods of 12 months

Tier 2 - In Borough

Tier 2: Multi-occupancy accommodation for 16-17-year-old UASC with support on site, 24 hrs p/day, 7 days p/w. Incl of a 90min key work session, planned and recorded. Incl, if required, of an Interpreter 60min p/w for the first 6months of placement. Packages: Standard (5-10 support hours), Enhanced Package (10-20 support hours) or Accommodation only.

Renewal: Option to extend for 2 periods of 12 months

Tier 3 - In Borough

Tier 3: Solo placement accommodation for 16-17-year-olds with support on site 24 hrs a day, 7 days a week for young people with high needs/ challenging behaviours. Incl of minimum of one 90min key work session, planned and recorded. Packages: 1 or 2 staff members, sleep in or waking night, accommodation only.

Renewal: Option to extend for 2 periods of 12 months

Tier 4 - In Borough

Tier 4: Multi-occupancy accommodation for young people 18 - 25, this includes young people with No Recourse to Public Funds (NRPF), young people waiting for housing, and young people who continue to have support needs but are not eligible for adult social care. Incl of a minimum of 1 health & safety check p/w. Packages: Standard (1 support hour), Enhanced (5 support hours) or Accommodation only.

Renewal: Option to extend for 2 periods of 12 months
