Provision of residential Children's Home Service Torfaen County Borough Council is seeking to commission a residential children's home service as part of its ongoing commitment to providing exceptional care and support to vulnerable children. The focus of this service will be rooted in the "Eliminate" agenda, emphasising the elimination of profit-driven motives in favour of prioritising the well-being, development, and prospects of children in need. The selected Service Provider must operate as a not-for-profit organisation or be willing to commit to the following, a) A commitment to converting to a not-for -profit model, in line with Welsh Government Eliminate Profit Programme, by the deadline of 2027. b) A willingness to work towards transitioning the running and registration of the home by 2027 to the Local Authority The primary goal is to create a nurturing and secure environment that promotes the physical, emotional, and psychological growth of the children in residence. The contract specification underscores the importance of a service provider's dedication to the welfare of the children and their holistic development, ensuring that financial considerations do not compromise the quality of care.

Through this service, Torfaen County Borough Council seeks to collaboratively create a supportive haven that enriches the lives of these children and contributes positively to their overall life trajectories. The home is a 3-bedroom detached bungalow with a large garden. The bungalow will accommodate 2 children on a residential basis. It has an additional one-bedroom, self-contained annex to the side, which will be used flexibly as move-on from the main bungalow, safer accommodation or respite. The property has undergone a full structural renovation by the landlord, Melin Homes and Communities. Refurbished with hardwearing and robust fixtures and fittings designed around the potential needs of the children who will live there. The property is located a in a quiet residential area of Torfaen, close to shops, public transport links and other amenities. Tenderers are advised that the maximum fee the Local Authority is willing to pay per placement GBP4500 per week All tenderers will be required to submit 2 separate costs; A)total annual core costs for the running of the 2-bedroom bungalow, excluding rent/mortgage, utilities and maintenance costs, using the cost schedule provided b)total annual core costs for the running of the 1-bedroom annex, excluding rent/mortgage, utilities and maintenance costs, using the cost schedule provided c)Spot hourly cost for the delivery of additional staffing.

Renewal: There is an option to extend the contract for a further period of up to 24 months in total.
