For the continuation of incumbent haulier to provide haulage of Residual Waste to a procured Energy from Waste partner (or associated interim location) until a full procurement can be undertaken.

Until the location of the site/s to where the waste was to be transported was known would have required extensive preparation and support within unknown parameters. This was an unrealistic position for the Council to adopt.
