This PIN is to allow the engagement with the supply chain through Technical Dialogue (TD), here we<br/>will seek an open response to certain key lines of enquiry where this will be followed by interviews<br/>with selected organisations, based upon their initial response. This is intended to test the current<br/>strategic direction of the AS where SL will seek to further develop its understanding and<br/>confidence of the proposed technical and commercial strategies prior to potentially undertaking a<br/>formal procurement process, in accordance with the Public Contracts Regulations. As such this<br/>phase may support the further development, and refinement, of the proposed procurement,<br/>technical, and commercial arrangements.

The Sample Management Capability (SMC) is a design and build project for a new analytical facility to screen and process Low Active (LA) and Very Low Active (VLA) samples prior to dispatch into the supply chain for further analysis, where the SMC facility is required to be operational as soon as is reasonably practicable.

The facility will be required to provide the following capabilities: to receive samples; bulking, sub-sampling, screening and preparation; analysis of quick turnaround samples, waste handling and disposal; sample storage, packaging and dispatch; and emergency response.

The initial assumption is that the building gross floor area will be less than 1,000m2 and the scope may include the following:

* Building Fabric (Modular Building)
* All internal fit out
* Provision of laboratory equipment e.g.
* 10-12 Fume Cupboards
* C3 Extract Ventilation System
* Whole building HVAC - Air Source Heat Pumps
* Laboratory analysis equipment
* Acidity, Alkalinity, pH, Iron, Alpha, Beta, Gamma
* All internal building services up to connection points
* Integration of existing site Labware Laboratory Information Management System (LIMS)
* Changerooms and welfare facilities
* Sample and consumables storage
* Sample import / export facilities
