Summary of the contracting process

The procurement process initiated by the Home Office involves establishing a Framework Agreement titled "RF Jammers Framework Agreement," aimed at supporting the NPCC Counter Drones next-generation RF Effector Programme. This agreement seeks to provide specialist goods and services related to electronic warfare systems and countermeasures. The procurement method utilised is a selective, restricted procedure, and is covered by the WTO GPA. The procurement stage is in the award phase, with contracts actively signed as of 21 May 2025, involving suppliers such as SteelRock Technologies Limited, KIRINTEC LIMITED, and CPM Elettronica S.r.l., each awarded an active contract valued at £5 million. The procurement is classified under the CPV category 35730000, covering the United Kingdom region for delivery.

This tender presents significant opportunities for businesses specialising in electronic warfare systems, particularly those capable of providing innovative RF effector technology. Large scale suppliers in the defence equipment industry stand to benefit from participating in such frameworks due to the potential for extended partnerships with various UK police forces, central government departments, and the National Crime Agency. As the framework agreement offers a considerable period for contract execution, with the option to extend, businesses with established technical and professional capabilities would be well-positioned to thrive. The procurement process emphasises selective participation, urging economic operators to demonstrate financial stability and technical prowess before moving to the competitive foperand framework stages.
