Summary of the contracting process

Nottinghamshire County Council has launched round 5 of the "Ageing Well Care Homes Framework" to expand its network of care home service providers. This procurement process, categorized under health and social work services, is in the tender stage and aims to establish call-off contracts for the placement of older individuals, generally aged 65 and over, in CQC registered establishments throughout Nottinghamshire, including Nottingham City. Interested providers must submit their electronic tenders by 17 February 2025. The framework agreement, operational from 2024 until 2027, can be extended for up to five additional years in 12-month increments, ensuring long-term service continuity and minimal disruption.

This tender creates significant growth opportunities for care home service providers, especially those already operational in Nottinghamshire or planning to develop relevant services. It offers a platform for SMEs and larger care providers to secure stable long-term contracts with a substantial economic value of £100,000,000 per lot, fostering business expansion and financial stability. Companies with experience in delivering quality care services in the region are well-suited to compete in this open procedure conducted under the Light Touch regime of the Public Contract Regulations 2015.

Lot Information

Lot 1

Nottinghamshire County Council (the 'Authority') is seeking to add further experienced Providers of care home services (not individual care homes unless the Provider operates a single care home only) to their Framework Agreement. The Framework Agreement will be used to establish 'Call-off Contracts' with Providers who offer placements to older individuals, usually aged 65 and over, in CQC registered establishments located in Nottinghamshire (including Nottingham City). A Framework Agreement is an agreement between the Authority and one or more Providers, the purpose of which is to establish the terms governing Call-off Contracts to be awarded under the Framework Agreement during a given period. The Framework Agreement will be available for use by the following 'Customers': * Nottinghamshire County Council * NHS Nottingham and Nottinghamshire Integrated Care Partnership (formerly NHS Nottingham and Nottinghamshire CCG and NHS Bassetlaw CCG) Call-off Contracts with Providers under this Framework Agreement may be formed by the Customers for new placements as well as existing placements in care homes in Nottinghamshire with the aim of bringing all care home arrangements under the Framework Agreement terms and conditions. Call-off Contracts for 'Out of County' placements to care homes operated by Providers who are a party to the Framework Agreement may also be made under the terms of the Framework Agreement. Please note that if an Out of County placement is made to a Provider that isn't a party to the Framework Agreement that Provider must bid to join this Framework Agreement at the earliest opportunity. Bidders must have experience of delivering relevant care home services and currently be providing care home services in Nottinghamshire or have appropriate services already in development. It is not the Authority's intention to encourage the building and development of additional care home accommodation through this project. Options: There is potential to extend this Framework Agreement for up to a further 5 years in increments of 12 months.
