Summary of the contracting process

NHS England is inviting tenders for the provision of antimicrobial products via a subscription-based payment model. This procurement process is classified within the medical equipment, pharmaceuticals, and personal care products industry category and spans the UK, including England, Scotland, Wales, and Northern Ireland. Currently in the tender stage, the contract is set to commence on 1 April 2026, with an initial duration of up to 3 years, extendable to a maximum of 16 years. Key deadlines include the submission of invitations to tender (ITT) by 1:00 PM on 12 September 2024. The procurement adopts a restricted procedure, meaning only pre-qualified bidders via the selection questionnaire will proceed to the ITT stage.

By engaging in this tender, businesses specializing in antimicrobial and pharmaceutical products have a unique opportunity to secure long-term contracts, thereby fostering substantial business growth. This procurement is particularly suited for companies with Market Authorisation capable of innovating in the field of antimicrobials, addressing urgent health challenges like Antimicrobial Resistance (AMR). The subscription model provides a fixed annual fee, making it attractive for businesses looking to invest in novel antimicrobials. Companies new to the process can benefit from engagement events scheduled for May 2024, offering insights into the procurement and evaluation processes, which are crucial for competitive adherence to the tender requirements.

Lot Information

Lot 1

Antimicrobial Resistance (AMR) is one of the most pressing global challenges faced this century. Already, AMR infections are estimated to cause 700,000 deaths each year globally. That figure is predicted to rise to 10 million, alongside a cumulative cost of $100 trillion, by 2050 if no action is taken. The UK Government has recognised AMR as a global problem and committed action to tackle it as a priority issue.
For most antimicrobial products, there are few replacements or alternative products in development and even fewer that target priority pathogens; therefore, investment in novel antimicrobials is widely seen as commercially unattractive. NHS England recognised this problem and has built an innovative model that will pay companies a fixed annual fee for antimicrobials (subscription model).
Providers must be able to meet the requirements set out in this Invitation to Tender (ITT) and deliver the contract in accordance with its terms.
Providers wishing to be considered for a subscription model contract must provide the information requested in the procurement documentation prior to the deadlines stated in this notice and the ITT. The ITT documentation including a selection questionnaire is available through the Atamis (Health Family) portal: https://health-family.force.com/s/Welcome. The reference is C299010 and the closing date for completed of the selection questionnaire is 13:00pm , on Thursday 12th September 2024.
