Notice Description

Hull City Council (The Authority) is seeking tenders from interested organisations to provide Targeted Youth Work Provision. The tender is an Competitive Procedure with Negotiation (CPN) - (Light Touch Regime) procedure consisting of one or more stages process. This tender exercise shall be tendered utilising 4 separate Lots. The contract is anticipated to commence 1 April 2025 ending by 31 March 2030 with an option of up to two periods of 12 months extensions. The Authority has estimated the total value of the 4 Lotted Services at PS723,384.00 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. Lot Information

Lot 1 - Targeted Youth Work Provision (open access venues) in the East Hull Area

Lot 1, Targeted Youth Provision in appropriate, open access venues/settings in the East Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: To be clear the value of the contract for the initial 5 year period (1 April 2025 - 31 March 2030) shall be PS1,287,190.69 This value shall increase to PS1,802,066.96 if the full 24 month extension period is taken. *Values include a 15% uplift on current contract value. The 15% increase has been agreed in principal but requires final sign off once the Authorities budget has been set.

Options: The Authority proposes to enter into a Contract for a period of 5 years, with an option to extend for a period or periods of 12 months, not to exceed 24 months in total. Such extension will be at the discretion of the Authority and subject to satisfactory performance.. If the full 24 months is taken the contract shall end on 31 March 2032.

Renewal: The initial term for the contract is 60 months, but the contract as the option to extend for up to two periods of 12 months each. maximum possible contract term being 84 months. Current actual estimated value for an 84 month contract is PS1,567,104.00. The estimated value of PS1,802,169, stated within II.2.6 has been provided as the Authority may consider an uplift during the term of the contract

Lot 2, Targeted Youth Provision in appropriate, open access venues/settings in the West Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: Value of contracts for the initial 5-year period shall be PS206337.60, PS455,520.00, PS377248.87 & PS258,714.12 .These values shall increase to PS288872.64, PS637,728.00, PS528,148.18 & PS362,199.77 if the full 24-month extension period is taken. *Values include a 15% uplift on current value. The increase has been agreed in principal but requires final sign off once budget has been set.

Options: The Authority proposes to enter into a Contract for a period of 5 years, with an option to extend for a period or periods of 12 months, not to exceed 24 months in total. Lot 3, Targeted Youth Provision in appropriate, open access venues/settings in the North Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: Value of contracts for the initial 5-year period shall be PS467,264.09,& PS463,671.72. These values shall increase to PS654,169.73 & PS649,140.41, if the full 24-month extension period is taken. *Values include a 15% uplift on current contract value. The increase has been agreed in principal but requires final sign off once the Authorities budget has been set.

The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lot, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the Hull City Council boundary. Additional information: Value of contract for the initial 5-year period shall be PS802,056.00 The value shall increase to PS1,122,878.40, if the full 24-month extension period is taken. *Value includes a 15% uplift on current contract value. The increase has been agreed in principal but requires final sign off once the Authorities budget has been set.
