Summary of the contracting process

Transport for London (TfL), functioning as the Contracting Authority, has established a Framework Agreement for Legal Services under the title 'TfL Legal Panel Framework', with applicability mainly within the UK region. This procurement process, classified under the CPV code 79100000 for legal services, is currently in the 'Award' stage. The framework, initiated on the 1st of June 2025, runs for four years with an option to extend for an additional two years. The agreement encompasses a range of legal service lots, including employment law, major commercial matters, rail industry concerns, and more, each awarded to selected law firms equipped to assist TfL and the Greater London Authority, among others.

This framework presents significant opportunities for legal firms, especially those with expertise in employment law, commercial projects, regulatory, and real estate matters. Given the varied scope of services needed, firms with a robust portfolio in these areas could find substantial growth opportunities by becoming part of this framework. Enterprises ranging from large international firms to SMEs with specific industry experience could potentially benefit from the numerous lots available. The competitive procedure with negotiation ensures that only highly qualified suppliers secure these opportunities, paving the way for quality service delivery and potential long-term partnerships.
