Notice Description

The Northern Ireland Housing Executive (NIHE) requires the provision of a practical and therapeutic hoarding support service to NIHE tenants. Prior to initiating the procurement NIHE wishes to establish the level of market interest in participating in the procurement process. The objectives of this exercise are to: - Gain an updated insight into the market capacity and potential innovative solutions and approaches; - Gain an understanding of supplier awareness, engagement and opinions; - Understand risks and issues; - Identify barriers to participation.

NIHE are interested in engaging with potential service providers who can deliver a practical and therapeutic hoarding support service. NIHE's aim is to more effectively support tenants who are affected by hoarding disorder. Through the organisation's duties as landlord, various isolated and vulnerable tenants have been identified as in need of a tailored support to understand and manage their hoarding tendencies, improve their quality of life and live safely in their tenancy. NIHE seeks to procure contracts with appropriate supportive approaches, so that sustainable positive outcomes and harm reduction can be achieved. The specialist service provider will have to be knowledgeable and qualified regarding hoarding disorder and its treatment and be willing to utilise person-centred and trauma-informed support approaches. This should include therapeutic support to coincide with practical support. Practical support should involve assisting the tenant to reduce hoarding in the property so that health and safety risks due to hoarding are removed. Methods used should be sustainable for the person being supported. NIHE are considering the procurement of 5 contracts which geographically will align with HSC Trust areas. These are expected to be established incrementally over the coming 18 months.
