South Yorkshire Integrated Care Board are intending to award a contract to the existing provider following direct award process C of the Provider Selection Regime. The approximate lifetime value of the contract is PS851,946. The contract will be awarded for three years (01/06/2024 to 31/05/2027). The contract will be awarded to :
Sheffield Futures, Star House, 43 Division Street, Sheffield S1 4GE.

Key Criteria 1 Quality and Innovation - weighting 20%.
The Sheffield Futures (Door 43) clinical and preventative model is one of structured 1-1 session before a young person may need to access statutory services. In the last year Sheffield Futures (Door 43) delivered a total of 3,910 interventions. This consisted of 1,519 wellbeing sessions, 823 1-1 counselling sessions and 1568 social prescribing sessions. On average Sheffield Futures (Door 43) receive 20-25 new referrals each week showing the importance of the service as a first point of call to meet the emotional wellbeing and mental health needs of 13-25 year olds in the city.
Sheffield Futures (Door 43) has seen a significant increase in referrals for all elements of service provision and particularly the 1-1 counselling provision following the increase in demand for community youth and emotional wellbeing services post-covid pandemic. The increases in waiting times for the structured support counselling and group therapy provision is reflective of the wider pressures on CYPMH services nationally and locally, with parallel rises in CAMHS referrals and is not due to performance of the Sheffield Futures (Door 43) service itself.

Key Criteria 2 Value - weighting 20%
The implementation of the hub and spoke model within the existing provider of the YIACS service facilitates economies of scale. Integrating this model with the community-centric initiatives funded by the DHSC Mental Health Hubs ensures cost-effectiveness through sustained service provision and the additional benefits introduced to Sheffield via external funding sources.

Financially, there are no additional costs to the ICB beyond the existing agreement. The contract is intended to continue at the current annual rate, with the Sheffield City Council public health budget covering the rise in counselling expenses.
Key criteria 3. Integration, collaboration and service sustainability Weighting 25%
With their continued involvement as a valuable partner within the developing model of integrated provision around young people's emotional wellbeing and mental health, Sheffield Futures (Door 43) continue to perform as key component part and a partner that brings other services together around the young people's needs. Examples of the integration of Sheffield Futures (Door 43) into the wider model include the wellbeing cafes that are attached to school (funded by the PCN networks in local areas currently) that work alongside the Mental Health Support Teams in Schools and local services in providing options for young people in local areas.
Sheffield Futures (Door 43) overlap with CAMHS services via the Community Wellbeing Practitioners who operate out of Star House and triage collectively with Sheffield Futures (Door 43) Counselling (and offer supervision and reflect practice). Recently Sheffield Futures (Door 43) colleagues have been working with SHSC Talking Therapies (formerly IAPT) around adopting a similar approach for transitions age students and young adults (Sheffield Futures (Door 43) operates to age 25).

Key criteria 4. Improving access, reducing health inequalities and facilitating choice - Weighting 25%
During the course of the current contract, Sheffield Futures and Door 43 have shown their attempts at reaching more diverse populations and those cohorts of young people with protected characteristics.
From the analysis completed during the consultation period and the development of the EHIA around the change. The YIACS service is currently well used by people in this age range that identify as transgender and people with a sexual orientation within the LGBTQ+ cohort. People within these cohorts in Sheffield can often have a higher prevalence of mental health needs and rely upon local and central services to support them including the YIACS service. The service is currently co-located with SAYiT Sheffield, as a group that is very influential and supportive of young people in these cohorts in Sheffield. Continuity of service would provide an ongoing positive impact to these cohorts in terms of improving health inequalities.
Other examples of this provision included the development of the local wellbeing cafe's in schools in local areas, fostering links with local BAME community organisations and developing a strong working relationship with SAYiT around people identifying with different genders and sexual orientations via the co-location of the services at Star House.
Key criteria 5. Social value - Weighting 10%
The YIACS service can be assessed primarily under Theme 5 (Improve Health and Wellbeing) of the PSR around Social Value guidance throughout as a VCSE provider of community mental health services and the service should contribute to the post-covid recovery work in Theme 2 (Tackling Economic Inequality) as described in Key criteria 4 above.
The service also employs local peer support workers from different communities and provides employment to people with disabilities. Additional information: Type of procedure Award of a contract without prior publication of a call for competition in the cases listed below
