Children and Young People's Gender Incongruence Services - Phase 2
Notice Description
Provision for the reconfiguration of specialised services for children and young people with gender incongruence, in line with the recommendations of the independent Cass Review, published in February 2022. This work necessitated the decommissioning of the Gender Identity Development Service at the Tavistock and Portman NHS Foundation Trust in March 2024, and the establishment of new services from April 2024 via a phased approach. The contract value for 7 years is PS45,920,000. Engagement with providers commenced in July 2022 and therefore falls under the scope of PCR 2015.

Award of a contract without prior publication of a call for competition in the cases listed below * The procurement falls outside the scope of application of the regulations Explanation: Only capable providers on the basis these services should be hosted by NHS paediatric tertiary units with strong academic and research functions - this narrows provider selection to organisations that host dedicated children's hospitals. NHS England confirmed that the recommendations would be enacted and engagement with the provider market commenced in July 2022 to identify capable providers for both Phase 1 and 2.
