Summary of the contracting process

The London Borough of Tower Hamlets has completed the procurement process for the CS5732: Young People’s Supported Housing Pathway, a service that provides accommodation and support for vulnerable young people aged 16 to 25. This tender falls under the Health and Social Work Services category and comprises several lots, including high to medium support accommodation for different age groups and support intensities. The procurement process followed the Public Contracts Regulations 2015 Schedule 3 Light Touch Regime, and the open procurement method was used. The contracts are initially set for three years with possible extensions up to a total of five years. The procurement process has reached the award stage, with the last update on 20th January 2025, indicating the award of Lot 3 to The Salvation Army Trustee Company.

This tender presents significant opportunities for businesses specialising in social work and housing services, particularly those with experience in supporting at-risk young people. Businesses with expertise in managing high-support residential units and offering emergency housing solutions could find this tender especially rewarding. Organisations that are registered with Ofsted and have the necessary qualifications for working with vulnerable young populations are well-suited to compete. Given the sizeable contract values and the potential for extension, successful bidders can achieve steady revenue streams and enhance their service portfolios, thus promoting business growth and community impact.
