Summary of the contracting process

The public procurement process detailed involves the North East and North Cumbria Integrated Care Board (NENC ICB) awarding a contract titled "RX3 - Tees, Esk and Wear Valleys NHS Foundation Trust - Mental Health Services" under the Health Care Services (Provider Selection Regime) regulations 2023. This contract pertains to health services, specifically acute, mental health, and emergency ambulance services, with a total duration of three years starting from 1st April 2024 and an optional two-year extension. The procurement method utilised is a limited, direct award without prior publication of a call for competition. The contract has been awarded to Tees, Esk and Wear Valleys NHS Foundation Trust, and its estimated total value stands at £1,269,160,000. This stage of the procurement has been marked complete, with the next stage involving contract implementation from 1st April 2024 through 31st March 2029, including the optional extension period.

This procurement presents significant opportunities for businesses specialising in healthcare services, particularly those that can offer mental health and emergency medical services. As the contract has been awarded without a competitive bidding process based on there being no realistic alternative provider, this tender may signal future opportunities for similar types of services under direct award processes. Businesses looking to grow or establish themselves in the healthcare sector should monitor such procurements carefully, especially those located in the North East and North Cumbria region, to identify potential areas for partnership or subcontracting opportunities with established providers such as the Tees, Esk and Wear Valleys NHS Foundation Trust.
