                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The yearly scheme budget for CARES was indicated as being 5 million GBP for 21/22, including the administration and management fee for the scheme. The total budget allocated to the scheme in 22/23, including the administration and management fee, was increased to 8.5 million GBP resulting in greater demand than that predicted at the time of the contract award. This increased again in 23/24, and activity through CARES has again been high in 24/25, this could not have been foreseen."
