Summary of the contracting process

The London Borough of Ealing is initiating a Dynamic Purchasing System (DPS) for Health and Social Work Services, including Domiciliary Care for adults and children, Extra Care, Day and Evening Opportunities for Adults, and Floating Support Services. This tender is currently in the planning stage, with market engagement set for August and September 2024. Applications will open in September 2024, and the new contracts will commence on 1st April 2025. The application process will be available to providers within the North-West London area, covering Ealing, Hillingdon, Hounslow, Brent, Harrow, Hammersmith, and Fulham. The management system will be in place for four years, with potential extensions totalling another four years (two 2-year extensions). The total estimated budget for these services is approximately £50.016 million GBP.

This DPS offers a significant opportunity for various business providers in the health and social care sector, especially those specialising in domiciliary care and support services for vulnerable individuals. With a substantial annual expenditure of around £29.5 million on adult and children domiciliary care services, £1.5 million on extra care services, £5.5 million on day opportunities for adults, and £770k on floating support services, there is a lucrative market for established and new providers. Businesses that can deliver quality care packages and flexible support services, particularly those experienced with dementia, autism, mental health challenges, and physical or sensory impairments, will find this tender an excellent growth opportunity. Providers from the North-West London area are encouraged to apply and leverage this electronic procurement system to gain access to significant contracts and expand their service offerings.

Domiciliary care for adults
2. Domiciliary care for children
3. Domiciliary care for Extra Care
4. Day and evening opportunities for adults
5. Floating support services for adults

Ealing Council has a duty to meet the care and support needs of vulnerable adults, children, and carers in the borough where the eligibility criteria are met. As a result, the Council sources a diverse range of services to meet individual care and support needs using a Dynamic Purchasing System (DPS).
The DPS enables the purchasing of individual care packages as well as the spot and block purchase of services. It is an electronic system with referrals and call-offs made through Ealing Council's nominated e-Brokerage solution.
Services will support vulnerable adults and children with a range of support needs including, but not exclusively adults living with dementia, autistic adults, those with mental health challenges, physical disabilities or sensory impairments or learning disabilities.

Ealing Council spends approximately PS29.5m per annum on domiciliary care services for adults and children: Approximately PS1.5m per annum on domiciliary care services for extra care; PS5.5m per annum on day opportunities for adults; PS770k per annum on floating support services.

The DPS will be in place for four years, with the option to extend for a further four years in total by two 2-year extensions (2 years + 2 years).
Providers can apply to deliver one or more of the services listed above.

The application process will be open to all providers in the North-West London area. This covers Ealing, Hillingdon, Hounslow, Brent, Harrow, Hammersmith and Fulham.

Applications will open in September 2024. The new contracts will start 1st April 2025.

Summary service specifications are available on the Do Something Good website https://www.dosomethinggood.org.uk/social-care/

Feedback can be provided by completing a questionnaire using the link: https://forms.office.com/e/jRWqj5Szun",
