Summary of the contracting process

Kirklees Council commissioned This Way 4 English, a local English for Speakers of Other Languages (ESOL) service for vulnerable migrants, asylum seekers and refugees in Kirklees. The work is to coordinate services, learning providers and employment support providers to build an English-language offer for people starting or continuing their learning. The aim is to help participants connect with neighbours and local groups, use services independently, progress to further learning and move into employment. It sits within the Council’s wider electronic marketplace for support to vulnerable migrants, asylum seekers and refugees, but this award is specifically for the English-language service. The service is funded through external government grants, including support for refugee resettlement schemes.

The procurement is complete and the contract is active. Kirklees Council selected Third Sector Leaders for the This Way 4 English contract. The contract was signed on 20 March 2025 and is valued at £494,999. The service was expected to start on 1 April 2025, run to 31 March 2027, and could be extended by one year to 31 March 2028, subject to grant funding. It was awarded through a further competition under the Council’s electronic marketplace, using a selective restricted procedure. Suppliers needed to show financial viability, including positive net worth in each of the preceding two years, and a relevant contract example. Evaluation included a minimum score of 12 points across questions 7.15–7.18.

This award shows that Kirklees buys coordinated ESOL provision for refugees, asylum seekers and other vulnerable migrants, linking language learning with local services, community connection and employment support. A credible supplier needs experience delivering comparable contracts and the ability to work across learning providers, public services and employment support organisations. The buyer’s stated thresholds include positive net worth over two years, current Disclosure and Barring Service checks, safeguarding arrangements covering vulnerable adults and children, and a compliant health and safety policy. Suppliers also need, or must commit to obtaining, £10 million employers’ and public liability insurance and £500,000 professional indemnity cover. The Council may use turnover to limit the volume of contracts awarded to a provider at one time, so delivery capacity and financial resilience matter alongside relevant service expertise.
