Summary of the contracting process

The Ministry of Defence (MOD) is extending a contract for in-service support of the M3 Amphibious Bridging System, classified under the military defence services category. The procurement process falls under the services industry and is located in the United Kingdom. The procurement has reached the award stage, with the contract awarded to General Dynamics European Land Systems - Bridging Systems (GDELS-BS). The contract extension spans until 31 March 2027, with an estimated value of £4.247 million (excluding VAT). The procurement method was limited, specifically negotiated without the publication of a contract notice due to technical reasons as stipulated in Defence procurement regulations.

This tender offers significant opportunities for businesses involved in military support services, particularly those interested in collaborating with or subcontracting to GDELS-BS, given their role as the main supplier. The extension of this specialised support contract underlines the importance of maintaining system-specific knowledge and the interoperability required for the M3 system. Companies specialising in spares, Maintenance and Repair Organisation (MRO) repairs, and post-design services (PDS) would be particularly well-suited to provide complementary services. This contract also signifies long-term engagement opportunities in the defence sector, leveraging the technical expertise and comprehensive support essential for complex military systems.

In-Service Support to the M3 Amphibious Bridging System

In-Service Support to the M3 Amphibious Bridging System

Procurement Information

Fires, Infrastructure and Manoeuvre Support (FIMS), part of UK Ministry of Defence (MOD), Defence Equipment and Support (DE&S), intends to extend Contract (OIP/0044) for the provision of in-service support for the M3 Amphibious Bridging System (a Wide Wet Gap Crossing Capability (WWGCC)). The contract extension will be placed with General Dynamics European Land Systems - Bridging Systems (GDELS - BS). The M3 in-service support includes provision of spares, Maintenance and Repair Organisation (MRO) repairs, Post Design Services (PDS) and other ad-hoc services. The Contract Extension will extend the Contract to the 31 March 2027. An estimated total value of this extension will be PS4.247M (excluding VAT). In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697), this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the extension of the contract without prior publication of a contract notice in the UK e-notification service is lawful in accordance with Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. GDELS-BS is the manufacturer of the M3 system and is the only operator that has the required system-specific technical knowledge, information and tools to provide in-service support and ensure the safety of the system. GDELS-BS currently oversees the interoperability of the M3 system for both the German (DE) and British (GBR) Army M3 systems in a Joint Amphibious Engineer Battalion. It is essential that the same supplier maintains both systems to ensure interoperability of the two systems and safe operating procedures. Furthermore, the requirement to undertake Post Design Service activities, manufacture spares and to undertake repairs within the equipment's life is not possible for an alternative supplier to undertake. For the above reasons, there is not another supplier in the market who can provide a technical support service to the M3 Amphibious bridge
