Summary of the contracting process

Essex County Council is seeking to implement a Dynamic Purchasing System (DPS) to provide driver improvement training services, named "CO0152 Driver Improvement Training Services." The contract pertains to the services sector, specifically training services under CPV code 80500000. The procurement process is in the tender update stage, with key details last amended on 22nd July 2026. Training will be delivered both online and at various venues throughout the Essex Police force area, including the administrative areas of Thurrock Council and Southend-on-Sea Borough Council. The tender process follows a restricted procedure, with a tender submission deadline set for 30th September 2024 at 13:00, and is covered by the Government Procurement Agreement (GPA).

This procurement offers substantial opportunities for businesses specialising in driver training services, particularly those with experience in managing and delivering blended learning courses. Companies adept at providing both theoretical and practical training, and with access to qualified instructors, will find the DPS structure accommodating and lucrative, given its potential volume and duration. The contract requires expertise in areas like speed awareness and considerate driving, thus making it ideal for firms with proficiency in safety training services. Additionally, the demand for courses at flexible times and locations could benefit companies ready to supply these services across multiple venues, further aiding business growth in the regional training industry. Interested suppliers need a current NDORS Licence and the capability to provide modern, insured vehicles for practical sessions.
