Summary of the contracting process

North Lanarkshire Council procured guidance and counselling services for unpaid adult carers and young carers across North Lanarkshire. The requirement supports the council’s statutory duties under the Carers (Scotland) Act 2016 and Self-Directed Support (Scotland) Act 2013. It was divided into five service areas: direct carer support and breaks from caring; carer information, advice, campaigning and breaks from routine; dementia-specific carer support; post-discharge carer support; and young carer services. The services include Adult Carer Support Plans, Carer Outcome Grants, short breaks and condition-specific or post-discharge support. The procurement is complete and awards were made following an open procedure, evaluated on quality at 80% and price at 20%. Awards were recorded on 25 September 2024 and contracts were signed on 17 December 2024. Lanarkshire Carers Centre won direct carer support at £3,150,000; North Lanarkshire Carers Together won information, advice and campaigning services at £2,235,000, later increased to £2,385,469.26; Alzheimer Scotland won dementia support at £870,000; Getting Better Together Ltd won post-discharge support at £480,000; and Action for Children won young carer services at £1,455,000. The first, second, third and fifth lots were planned for 2,160 days, while post-discharge support was planned for 1,080 days. A further active Lot 2 contract is recorded at £2,385,469.26 for 2,160 days.

This procurement demonstrates established council demand for specialist carer support delivered through local, community-focused organisations. Credible competitors would need to provide practical support to unpaid adult and young carers, including assessments and support planning, grants, short breaks, information and advice, campaigning, and targeted services for dementia or people returning home after discharge. Providers should be able to work across North Lanarkshire and demonstrate strong safeguarding, referral, partnership and outcome-monitoring arrangements. Experience of statutory carer duties and self-directed support legislation would be relevant, as would the ability to support both adults and children where applicable. The awarded provider mix includes several small and medium-sized organisations alongside national charities, indicating that focused specialist providers can compete when they offer clear quality and community delivery capability.
