Summary of the contracting process

The Police Service of Northern Ireland (PSNI) has completed a significant procurement process titled "Barracuda Harmonisation," which falls under the IT services category, specifically involving consulting, software development, Internet, and support. The procurement process, currently at the award stage, extends the existing contract for the emergency services radio communications network in Northern Ireland. The project originally became operational in 2005, with the current modification extending its term from 2031 to 2034. The contract is being delivered under a limited procurement method through negotiation without prior publication, citing technical reasons for continuity and economic feasibility. The total revised contract value is £90,763,000, with the contract recently signed on 4th September 2024.

This extension of the Barracuda project presents substantial opportunities for businesses specialising in IT services, particularly those focusing on emergency services communications. Companies with expertise in maintaining and upgrading critical communication infrastructures will find this tender especially lucrative. The long-term nature of the contract, lasting until 2034, ensures stable and sustained business growth for suppliers who can meet the PSNI's specific technical requirements. Additionally, firms that can ensure seamless integration and interoperability with existing systems without causing service disruptions are well-positioned to benefit from this procurement opportunity.
