Summary of the contracting process

East Ayrshire Council is conducting a procurement process for the reopening of its Care at Home service for adults with learning disabilities and mental ill health under a flexible framework. The procurement falls under the services category, with a focus on social work and related services, and is located in East Ayrshire, UK. Currently in the award stage, this procurement began with a tender issued in February 2026, and the framework is set for a three-year term from April 2025, with options for two additional one-year extensions. The process used an open procurement method, and key deadlines included expression of interest and submission dates in March 2026. The procurement is part of the Council's effort to include new service providers in the existing framework, and notable current suppliers include Thorntoun Limited and RAMH.

This procurement presents a significant growth opportunity for businesses in the social work and care sectors, particularly those capable of providing supported living and personal care services tailored to individuals with learning disabilities or mental health issues. The flexible framework structure allows new entrants to join at any time, offering ongoing opportunities for small and medium-sized enterprises (SMEs) to secure long-term engagements with the Council. With a total contract value of £36.5 million, both established and new service providers can compete for a share of this substantial investment by demonstrating their expertise in delivering high-quality, person-centred care in alignment with the Council's support objectives.
