    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representation by providers must be made to decision makers by 04/10/2024. This contract has not yet formally been awarded, this notice serves as an intention to award under the PSR. <br/><br/>The following decision makers were involved in this award - <br/>Jade Mall, Assistant Contracts Manager<br/>Nicola Coleman, Leicester Bone & Tissue Bank General Manager<br/>Daniel Bromley, Category Manager<br/>Ali Babu, Procurement Graduate<br/>There were no declared conflicts of interest.<br/><br/>The decision was made upon the following criteria. -<br/><br/>Quality and Innovation - The current provider is audited internally by the Bone Bank on a yearly basis. Trainng is updated and provided where needed. The provider is inspected every two years by the Human Tissue Authority. Regular discussions / presentations held between Service Manager/Quality Lead and Service provider to make sure service is running smoothly and to identify and area that needs improvement. <br/><br/>Value - The supplier does not charge any fees for this service<br/><br/>Integration, collaboration and service sustainability - While the LBTB supply the provider with the required equipment (Freezers, consumables etc.) as agreed as part of the specification, the provider is supplying the space and staffing to run the satelite service. They provide a 24/7 service which allows the Trust access to the samples whenever they are required - Provider is located only 20 minutes away from the Leicester Glenfield Hospital site by car, where the service is centrally managed. As LBTB manage the equipment, we are able to ensure continuity of service can remain.<br/><br/>Improving access, reducing health inequalities and facilitating choice - While the LBTB supply the provider with the required equipment (Freezers, consumables etc.) as agreed as part of the specification, the provider is supplying the space and staffing to run the satelite service. As the provider is based in Leicester, the staff hired to oversee the contract from their side will be local, allowing for a positive impact on the local economy.",
