                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The reason for the modification is required is to further allow time to develop a S Y service specification in line with recently published guidance from the British Association of Dermatologists (BAD).<br/>During 2024/25 all place leads supported by Cancer Alliance have been working together in the development of a SY specification. Each place had contracts in place with the exception of Sheffield for a Telederm Service. The intention in the early stages was for a full SY procurement to be undertaken. However, since initial discussions the landscape has changed, and timescales have been delayed due to the changes. Rotherham and Barnsley made the decision to direct award with current providers and Sheffield put Urgent Services in place as they did not currently have Tele-dermatology services and they actioned this through a direct award. These changes across SY ICB have delayed the process; therefore, the modification is requested to allow sufficient time for the procurement."
