The information documents provided through this market engagement process are being made publicly available to any organisations interested in providing solutions to meet the requirement of the West Midlands Image Network (WMIN) for a Converged Digital Imaging Platform (CDIP). This market engagement process is being facilitated by University Hospitals Birmingham NHS Foundation Trust (the "Authority") on behalf of WMIN.

WMIN is developing a CDIP Outline Business Case (OBC), which is seeking approval from participating trusts to commence a procurement for the Preferred Option. WMIN needs to assess the costs, risks and benefits of its shortlist options and is seeking information, including indicative pricing, from potential bidders in support of that exercise. This information will be treated in the strictest of confidence and used only to support OBC development.

Please note the following:

- whilst we would like the indicative charges provided to be as accurate as possible without the provision of a very detailed specification and associated volumetric data [that would form part of a procurement exercise] we accept that these cannot be capable of acceptance

- we accept that there may be some variance of assumptions and scope across potential bidders which is only natural at this stage, but the purpose of this exercise is not to undertake like for like comparisons of suppler charges, but to inform the options appraisal

- if there is key data or information missing, please make reasonable assumptions and we will gather the missing data for the procurement stage.

- This builds on the Authority's commitment to engage with the market, by sharing information and seeking input from the market to enable us to finalise our Procurement Strategy and to develop the final specification and determine the appropriate routes to market in a fair and transparent manner.
Potential bidders are asked to note that the route to market has not yet been decided and therefore the procurement timetable has not been finalised. The Authority will make a final decision on the most appropriate route market following this engagement exercise. The Authority may decide to run a competitive process via a mini-competition under a framework or an openly advertised procedure.
