For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on 07 October 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to amy.wilkinson@eastsussex.gov.uk The award decision-makers were the Director for Adult Social Care and Health and the Head of Procurement following approval by the Lead Member for Adult Social Care and Health. There are no declared conflicts or potential conflicts of interest of individuals making the decision. The key criteria was prioritised as below, with the most important at the top: 1. quality and innovation 2. integration, collaboration and service sustainability 3. improving access, reducing health inequalities and facilitating choice 4. value 5. social value The rationale for the relative importance of the key criteria, is due to the nature of the service (children's health), and the need to work effectively with partners e.g. schools and the local authority. Regarding the first two key criteria above, the chosen provider has a Care Quality Commission (CQC) rating of Outstanding and the last Service Review Report and agreed action plan of 2022, the end of year service review and report of FY23/24, and the Key Performance Indicator reports, evidence good standards and continuous improvement. The provider has also worked in partnership with commissioners and a wide range of partners to develop integrated pathways and services offers and has developed a strong working relationship with schools. Regarding the third key criteria above, an Equalities Impact Assessment was undertaken and the provider has a good Communications, Engagement and Patient Experience Strategy in place. Regarding the fourth key criteria above, being an incumbent, the provider will not need set up costs for premises, IT infrastructure, staff training and so on. Regarding the fifth key criteria above, being an NHS trust, the provider has a Social Value Strategy, and a Sustainability Strategy in place.",
