Summary of the contracting process

Hampshire County Council has initiated the 'Help 2 Live at Home (2024)' Framework, designed to provide a range of social work and related services, primarily targeting older adults and younger adults with various needs, including learning disabilities, dementia, and mental health issues. This initiative, under the Light Touch Regime (Regulations 74 and 77) of the Public Contract Regulations 2015, allows for flexibility in service provision within domestic or community settings. The Framework sets forth an open procurement process, enabling new providers to join throughout the duration of the contract which spans from this November till September 2032. Services are intended to be delivered within the Hampshire region, offering ample opportunities for care organisations registered with CQC to participate. Please note that each call-off from this framework will have bespoke specifications, initiated by either Hampshire County Council or co-buyer, Hampshire and Isle of Wight Integrated Care Board, under selective procurement methods.

The Help 2 Live at Home Framework has been developed by Hampshire County Council (The Council) under the Public Contract Regulations 2015 and under the Light Touch Regime (Regulations 74 and 77). This is an updated version of the previous Help to Live at Home Framework. The Framework will enable the purchasing, delivery and management of services designed to meet Care Act eligible needs which take place in domestic or community settings. It will cover a wide range of services, including, but not limited to, Domiciliary Care, Extra Care, Live In Care, short-term respite enablement and reablement services which fall within the overall umbrella of CQC regulated home-based care and support. This Framework is available for Older Adults (usually aged 65+) and Younger Adults (usually 18-64) and includes services for people with a Learning Disability, Physical Disability, Dementia or Mental Health need, and those transitioning from Children's Services. The Help 2 Live at Home Framework will remain open for the initial term and extension period for new providers to join. However, the Council reserves the right to review this on a monthly basis. At any review point, the Council may decide to temporarily close the Help 2 Live at Home Framework to new applicants. If it does this, it will publish a notification on the Council's electronic tendering system which states the period of the closure and when this will next be reviewed.

The Help 2 Live at Home (2024) Framework will be open for the initial term and extension period for new providers to join. However, the Council reserves the right to review this on a monthly basis. At any review point, the Council may decide to temporarily close the Help 2 Live at Home (2024) Framework to new applicants. If it does this, it will publish a notification on the Council's electronic tendering system which states the period of the closure and when this will next be reviewed. The scope of the Help 2 Live at Home (2024) Framework covers Older Adults and Younger Adults, both for short-term and long-term care and different purchasing arrangements such as block purchase. However, there is no guarantee that the Council will publish opportunities for everything named above. The procurement featured an Open Procedure to set up a Framework under the Public Contract Regulations 2015, utilising the Light Touch Regime (Regulations 74 to 77). This route was chosen to not restrict the market, and to allow for new entrants across the lifetime of the contract, whilst also being flexible to capture different requirements throughout the contract period. The need for the procurement to be open-ended and allow for new suppliers across the life of the contract restricted the procurement options, which is why this was the chosen route to market. Part 2, Chapter 3 and Section 7 of the Public Contracts Regulations 2015 allow contracting authorities to develop bespoke procurement vehicles to be applied in respect of the award of contracts. As set out above, the Council has therefore developed a " Framework" to procure care services delivered in the individual's own home or the community. The Council will only contract with organisations that are registered to deliver care with CQC. It will not contract with any other part of a group's structure. This applies to the Framework and any call-off contracts issued under it. All Framework and call off contracts will be issued digitally using DocuSign. Organisations will need mobile numbers for signatories to authenticate signatures.
