Notice Description
This notice is to advise of the intent to award a contract under the Provider Selection Regime via Direct Award Route C to the existing provider Cambridgeshire and Peterborough Foundation Trust (CPFT) for the provision of Medical assessments for children whose care plan is adoption. The approximate value of the Contract is PS193,513. It will commence 01 July 2024 and run for a period of 3 years with two options to extend for 12 months each (total possible term of 5 years). Publication of this notice starts the 8 working day standstill period which will expire at midnight on 30th October 2024.

Written representations (if any) should be sent to christian.menendez@peterborough.gov.uk Award Decision Makers: Helene Carr - Head of Children's Commissioning, Adults and Commissioning Directorate Conflicts of Interest Identified among project group: 0 Key Criteria: Quality - 50% Consider how well the provider is able to deliver high quality care. Assess the extent to which the arrangement could generate new and significant improvements in the promotion and adoption of proven innovations in care delivery. Value - 20% Consider the value offered by the provider in terms of the balance of cost, overall benefits and the financial implications of the arrangement. Integration, Collaboration and Service Sustainability - 15% Consider the importance of the services being provided in an integrated and collaborative way, in a way that improves health outcomes and secures the stability and continuity of good quality health care services. Improving Access, reducing health inequalities and facilitating choice - N/A Consider the importance of accessibility to services and treatments for all eligible patients, the need to tackle health inequalities and the importance of ensuring that patients have choice in respect of their health care. Social Value - 15% Consider whether the proposed service and provider might improve the economic, social and environmental well-being in addition to the core delivery of the contract. Rationale: Weightings have been calculated based on the service being delivered. The scope of the service requires up to 36 medical assessments [initial] of children for whom the plan is adoption. This is a statutory service requirement as listed in the following Acts: - Adoption and Children Act 2002 - The Children and Families Act 2014 - The Local Authority Adoption (England) Regulations 2003 - The Voluntary Adoption Agencies and the Adoption Agencies (Miscellaneous Amendments) Regulations 2003 - Adoption Agencies Regulations 2005 - Adoption Agencies (Miscellaneous Amendments) Regulations 2013 - Adoption Support Services Regulations 2005 - Adoption Support Services (Amendment) Regulations 2014 - Adoption Statutory Guidance 2013 - Adoption National Minimum Standards 2014 CPFT is rated as Good by CQC, has a demonstrable track record of delivering the specified services in accordance with best practice and in line with the legislation listed above. The Supplier Questionnaire confirmed all relevant core criteria met and appropriate operating and organisational governance frameworks in place. The provider operates within the Peterborough area footprint, is able to see children and their carers in the area local to where they are placed. Links with the ICB funded LAC Health Team [responsible for all medicals of children in care] improves information flow and any further assessments required by specialist teams can effectively be co-ordinated and scheduled. The negotiated costs provided have been benchmarked with other LAs and represent value for money. The delivery model has clear KPIs and any underutilisation of contract requirements can be reconciled per quarter and at year end. Any under-utilisation will either not be invoiced for or credited into the new contract period. Clear financial audit trails will be available, and minutes of Contract Review meetings held on file. The provider has been providing a satisfactory service since 2012 and there is no considerable change to the future contract. The provider is Peterborough area's community and mental health NHS provider commissioned by the local Integrated Care Board and wider system. The provider is commissioned to provide NHS services to Children in Care of the Local authority via the ICB [Initial and review health assessments/Child Protection examinations]. The Provider is expert in undertaking medical assessments of our children in care population and is a local NHS Trust provider.",
