Summary of the contracting process

Bath and North East Somerset Council has awarded a contract under a Dynamic Purchasing System (DPS) for the provision of Education, Social Care, and Related Passenger Transport services. This initiative, classified under CPV code 60140000 for non-scheduled passenger transport, is targeted at providing flexible transport solutions for various community needs, including school transport, social care, and community support activities. The procurement process followed a selective, restricted procedure and was fully implemented by 11th December 2024, with an overall contract value of £32,000,000. This DPS will run until 31st December 2028, covering the Bath region (UKK12).

This procurement presents significant opportunities for businesses in the passenger transport industry to expand their service offerings. SMEs specialising in non-scheduled and special-purpose road passenger transport, as well as providers of passenger transport vehicles with drivers, are particularly well-suited for this dynamic system. The procurement process favoured quality over price, which means businesses with robust service provisions and safety records could benefit greatly. The award includes several suppliers, mostly SMEs, ensuring a competitive but inclusive environment for businesses aiming to engage in long-term service provision to the council and its associated beneficiaries.
