Summary of the contracting process

The West Midlands Combined Authority (WMCA) is currently in the planning stage of a procurement process for track construction works, specifically rail grinding services to mitigate corrugation issues on the West Midlands Metro Network. The procurement process, initiated as a tender, seeks to engage suppliers who can operate within tight engineering hour windows, ranging from 4 hours midweek to 6 hours on weekends. This pre-market engagement, with a deadline for questionnaire submissions on Friday 8th November at 12 noon, aims to gather information to refine WMCA's procurement strategy and scope of requirements. The services are to be delivered within the Midland Metro Limited Network, located in the UKG3 region.

This tender represents a significant growth opportunity for businesses specializing in rail grinding services, especially those with the capability to achieve substantial reductions in corrugation wavelengths efficiently and safely within limited windows of track access. Companies that excel in delivering heavy rail grinding services and can demonstrate robust operational efficiency and safety standards will be well-suited to compete. Participation in this market engagement exercise can provide valuable insights into WMCA's requirements, creating an advantageous position for future formal procurement processes.

Notice Description

Midland Metro Limited (MML) is seeking to engage with suppliers capable of providing rail grinding services to address corrugation issues on the West Midlands Metro Network. The service must operate effectively within tight engineering hour windows, generally ranging from 4 hours (midweek) to 6 hours (weekend) and ensure the work is completed efficiently without compromising safety or tram operations. MML aims to identify suppliers that can provide heavy rail grinding services to achieve significant reductions in corrugation wavelengths across the network in minimal passes, optimising the limited track access available. MML plan to use the information to support the development of the scope of requirements and the procurement strategy. PLEASE NOTE - This is an information gathering exercise rather than a call for competition and therefore publication or response does not commit WMCA or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Please also note that this is not a formal PQQ or expression of interest in a tender exercise. This Pre-Market Engagement is to be used purely by WMCA/MML to provide potential delivery partners with more information about MMLs requirement and for suppliers to submit responses to our questionnaire.
