Summary of the contracting process

The University of Birmingham has completed a procurement process for the "Extension to Provision of Support and Maintenance for Existing Content Management System" in the software and information systems industry category. The process falls under goods procurement and has been awarded without prior publication of a call for competition, as it is outside the scope of application of the directive. The tender involves a two-year contract extension for the support and maintenance of the current Contensis CMS, used for the university's intranet services. The contract was signed on 29 October 2024, with the current agreement expiring on 30 November 2024, and the new contract set to commence on 1 December 2026. The location for this procurement is within the UKG region.

This tender provides significant growth opportunities for businesses specialising in CMS support and maintenance, digital design systems, and content management software. SMEs like Zengenti Limited, who have been awarded the contract, have demonstrated the necessary capability and expertise in this domain. Businesses adept in developing portable digital design components that can be integrated into various CMS platforms would be well-suited to compete in similar future opportunities, as the extended contract aims to prepare for a competitive tender exercise for a new CMS. This strategic preparation phase ensures a smoother transition and reduced implementation times, benefiting businesses that can offer innovative and flexible solutions.

Notice Title

Extension to Provision of Support and Maintenance for Exiting Content Management System

Notice Description

Extension to provision and support and maintenance of existing Content Management System.

Lot Information

Lot 1

Support and maintenance of existing Content Management System. Contensis is the current CMS used for the provision of intranet services within the University of Birmingham. The current agreement is due to expire on 30/11/2024. Over the next 12 months the University will be in the process of restructuring our entire website - both in terms of the user experience but also in terms of how that data is structured. As part of migrating to a new version of our current CMS we are overhauling the way the information is stored which will give us flexibility around the portability of the data in the future. Completing this phase of work will put us in a much better position in terms of being able to migrate to another CMS following a competitive tender exercise. We are in the process of carrying out a rebrand and rebrand of components across the website. While these will be built into Contensis, we are building them into a digital design system in a CMS-agnostic way so that they are portable. In the future these can be moved to other websites/CMS platforms as needed. Completing this work before any market exercise has the potential to reduce implementation times should another CMS provider be identified. A two year contract extension will enable the University to prepare for a new contract to be in place from 01/12/2026.

Procurement Information
