Summary of the contracting process

The North Lanarkshire Council has completed the award phase for its contract titled "Flexible Framework for Self Directed Support including Care at Home Services Entry Point 4." This procurement falls within the social work services category and aims to support children, young people, and adults requiring assistance. The contract framework allows new contractors not currently on the platform to tender their proposals. The procurement process is executed under the Public Contracts (Scotland) Regulations 2015 using an open procedure. The contract, valued at £820 million, was signed on 25 February 2025, covering services from 1 June 2023 until 31 March 2031. Primarily based in North Lanarkshire, the council ensures that successful contractors comply with the Performance Requirements and the social care standards set in the framework.

This tender represents a substantial opportunity for businesses focusing on social work services, particularly those interested in community-oriented projects. It offers a chance for small and medium-sized enterprises (SMEs) to enter the framework at different entry points such as Entry Point 4. With community benefits programs incorporated into the evaluation criteria, businesses with a focus on local engagement, recruitment, and training may have an advantageous position. Providers who can align with community benefit initiatives such as targeted recruitment and engagement will find this framework beneficial for expanding their footprint in North Lanarkshire and contributing to societal objectives. The open procedure also promotes diversification and encourages a wide range of proposals from potential suppliers.
